Under the most generous definition of "built-up" by the Census, in 2001 only 5.49% of the land surface area of the U.S. (excluding Alaska and the District of Columbia) can be considered built-up.
I say "generous" because golf courses, cemeteries, and rural roads are considered "built-up" by the Census.
